"Ukraine has biological research facilities"

Meet Under-Secretary of State, Victoria "F*ck the EU" Nuland. Testifying before the Senate she was asked if the Ukraine has biological or chemical weapons.

Nuland: "Ukraine has biological research facilities"

Her answer was a calming: they have "research facilities". Which was reassuring until she said she was worried the Russians might get hold of them. Is it a problem if the Russians get "research facilities"? Or, are those labs a bit more than just medical research?

In fact, why has the USA funded 16 labs in the Ukraine anyway? Why not fund and perform the research in the United States? Is there some reason they wanted those labs outside jurisdictional oversight?
